Abstract

The balanced Budget Act of 1997 limits the number of house staff that will be funded by Medicare in a given hospital (exceptions are allowed, but with penalties). It also provides an incentive for hospitals to reduce the number of house staff trained since they will be funded on a 3-year rolling average and it reduces IME payments by 29% over 5 years.
